The new edition of the Education Law adopted

On May 19, 2020, the next plenary meeting of the Legislative Chamber of the Oliy Majlis took place.

The draft law “On Education” in the new edition, which was considered by deputies in the second reading, is on the agenda. On May 5-6, during chamber meetings, he was discussed article by article by members of parliament. Since the deputies did not reach consensus on several articles, it was decided to continue working on them and return to their discussion at the next meeting.

The responsible committee, summing up the suggestions and recommendations of the faction members, continued to work on the bill with the participation of specialists and experts.

In order to improve the document by the responsible committee and the working group, the project was discussed several times. Representatives of relevant ministries and departments also took part in the work. Based on the requirements of rulemaking, reference from the project has been removed and direct action norms have been introduced.

In the process of improving the bill, amendments and additions were made to 238 norms. As a result of a possible reduction in departmental normative legal acts and the revision of general documents that do not affect the enactment of the law, 123 norms were excluded from the draft. They are replaced by 54 new direct action standards. By eliminating unnecessary administrative procedures and regulating obsolete mechanisms, 7 articles were removed from the law, introducing 9 new articles on the regulation of relations in specific areas.

It is noteworthy that the concept of inclusive education is included in the bill. This provides for equal treatment of all children.

and excludes any discrimination against children. The project also introduces such forms of education as adult education, which were not provided for by the legislation as a whole. Now adults, regardless of age, can strengthen their knowledge and skills throughout their lives.

The draft law has been adopted and will be sent to the Senate.
