Healthcare system will be fundamentally improved

The Decree of the President on complex measures on the Republic of Uzbekistan healthcare system has been adopted.
In accordance with decree the followings have been designated as the most significant facilities of the improving the healthcare system:
– to improve the national legitimacy in the healthcare system by merging and increasing the quality of medical service and guarantying the patient rights, as well as, adopting the laws that directly influence and target at strengthening the responsibility and the protection of the medical personnel;
– to form modern operational systems that implement the most exemplary practices of the management and medical services quality operation and “cluster” model of the organization of healthcare in the areas, to accredit the medical and pharmaceutical institutions, to implement the system to license the medical personnel and pharmaceutical occupations;
– to improve the system of financing the medical field, to design the volume of a free medical service, to implement the payment system for “each cured condition” on clinical-expanses for medical services and new mechanisms of per person financing, as well as, to implement the compulsory medical insurance by stages;
– to increase the effectiveness, quality and the popularity of the medical service, as well as, to form the system of medical standardization, to implement high technological methods of diagnosing and treating, to support healthy lifestyle and prevent the diseases by creating effective models of patronage service and dispensation;
– to implement modern screening programmes on the basis of developing medical genetic and express and specialized medical services for women and children, to implement the system of protecting maternity and infancy on the basis of forming “Mother and Child” territorial medical assemblages and date system;
– to create facilities and improve competitive atmosphere for developing private healthcare system, government-private partnership and medical tourism, making investments to be involved in healthcare field more widely;
– to develop pharmaceutical branch, improve the mechanisms of cost forming, widen the manufacturing volume and types of medical technics and equipments;
– the formation of an effective system of training, retraining and improving skills of medical personnel, development of medical science, including the introduction of modern educational programs, methods and technologies for certification (accreditation) of medical science and education institutions by international standards;
– Broad introduction of “electronic healthcare” system, creation of integrated information systems and databases based on single national standards.
– The Decree confirmed following:
– The Concept of Health System Development in the Republic of Uzbekistan in the years 2019-2025;
– The program of implementation of the Concept of Health System Development in the Republic of Uzbekistan in 2019-2021.
– Heads of ministries and departments have a personal responsibility for timely, full and quality implementation of the activities envisaged by the Program.
According to the decree:
– Starting from April 1, 2019, clinical-cost groups and per capita financing (new funding mechanisms) for “every medical treatment” in some districts of the country will be introduced in experiment;
– new mechanisms of financing on the basis of critical analysis of experimental results will be implemented step by step from April 1, 2020 in all regions of the country;
– Starting from July 1, 2019, the system of mixed financing will be introduced at the regional and district (city) level healthcare institutions, with types of treatment not covered by the guaranteed free medical care;
– Starting from July 1, 2019, some health care facilities will be leased to the trusted governance of investors in accordance with the established investment projects;
– Starting from January 1, 2021, Uzbekistan will gradually introduce compulsory health insurance.
Starting July 1, 2019, some health care facilities will be given to investors, under the trustworthy management, in accordance with conventional investment projects;
– From January 1, 2021, Uzbekistan will gradually introduce compulsory health insurance comprising appropriate stages.
– According to the decree, by July 1, 2019 the current law of the Republic of Uzbekistan “On Compulsory Medical Insurance” will be developed.
– Arrangement of working commission on the implementation of measures to radically improve the healthcare system was approved.
– The main mission of the Working Commission is to develop and introduce normative-legal acts on the implementation of the concept and the organization of practical measures on that issue.
– The Decree also sets up the Medical and Social Services Agency under the Ministry of Health.
Establishment and implementation of a single policy of medical and social assistance for the further improvement and coordination of the medical and social services provided to the elderly generation, people with disabilities (with special needs) and other social vulnerability, as well as the organizing people provision with prosthetic orthopaedic appliances and rehabilitation equipment can be regarded as one of the main tasks and activities of the Coordination Agency.
